INTRODUCTION
The new Public Contracts Code innovates, inter alia, the figure of the main actor in the public contractual process, the RUP, which has additional and different functions compared to the person in charge of the procedure governed generally by Articles 4, 5 and 6 of Law No. 241 of 1990. The aspects on which to focus the attention and the objective of the course, are precisely the different scope of the principle of the ‘uniqueness of the person in charge’. In the new conformation, a person is in charge not of a single procedure but of a plurality of procedures: all those relating, precisely, to the phases of planning, design, entrusting and execution of the interventions to be implemented by means of public contracts that give rise to a complex administrative activity and, therefore, not the performance of a single procedure but of a plurality of procedures, as well as the issuance of as many administrative measures and, sometimes, of material conduct and acts of private law.

ISSUE OF CERTIFICATE OF ATTENDANCE AND PROFIT
The CEIDA, accredited by the Lazio Region as a provider of activities for Higher and Continuing Education, (accreditation obtained by Determination of the Director of the Dir. Reg. ‘Training, Research and Innovation, School and University, Right to Study’ n. G16019 of 23/12/2016, published in the B. U.R.L. no. 2 of 5/1/17), certifies, for each participant, the characteristics of the training course and how much of it was actually attended, through the issue of attendance certificates subject to passing a final check carried out by means of a multiple-choice questionnaire.
