Description
An in-depth focus on the Public Recruitment procedures and rules.
Objectives
The course provides the essential tools for an effective public recruitment competitions management, and control with a focus on long-term impact on the credibility and efficiency of public institutions. From planning to communication, through the selection process and resource management, each stage will be addressed problem-based to ensure successful outcomes.
Target
- Public administrations, ministries, and national agencies responsible for recruiting staff for central public offices
- Regional and autonomous provinces, managing competitions for local authority staff
- Local entities, including municipalities and metropolitan cities recruiting staff
- Local Health Authorities (ASLs), for the recruitment of medical and administrative staff
- Armed Forces and Police (Army, Navy, Air Force, Police, Carabinieri, Guardia di Finanza)
Program and Contents
Module 1
- Constitutional principles (Articles 51 and 97 of the Constitution)
- Three-year workforce planning. The unified recruitment portal
- The competition notice (including relationships with similar roles, reserved competitions, quotas, eligibility requirements, qualifications, preferences, and EU citizens)
- Interactions between new competitions, internal mobility, and the use of existing shortlists
- Drafting the notice correctly; publication and application procedures
- Examination board: composition, integration rules and limits, conflicts of interest
Module 2
- Examination procedures (preliminary tests, predefinition of criteria and scoring, test administration, use of digital tools, disqualification for cheating)
- Evaluation of written tests: boards and sub-boards; ensuring anonymity
- Use of rankings and shortlists
- Jurisdiction over recruitment competitions
- Legal disputes: immediate appeals against the notice (e.g., exclusionary clauses), deferred appeals; identification of affected parties
- Conditional admissions, annulment of evaluations, access to documents and scripts

ISSUANCE OF THE CERTIFICATE OF FREQUENCY AND PROFIT
The CEIDA has applied for renewal of accreditation with the Lazio Region, following the adaptation of facilities to ensure full accessibility, in accordance with current regulations. Pending the confirmation of accreditation, the certificate of attendance and profit will still be issued, subject to reservation, according to the procedures provided by the regulations currently in force.
