Description
This practical and simulation-based training, following an overview of the MePA regulatory documentation—which must be thoroughly understood, as Consip delegates full procedural responsibility to each Contracting Authority—focuses on the simulation of procurement procedures directly on the Consip platform.
Objectives
The seminar aims at covering all the purchasing procedure on MePA, in compliance with current laws (e.g., principle of rotation, methods for market surveys, etc.). Through the use of PCs, this seminar complements traditional and electronic public procurement training courses as defined by current legislation. It will deliver the operational skills enabling the use of Electronic Marketplace of the Public Administration and to manage all stages of the procurement cycle—from setting up the procedure on MePA to the signing of the contract, including the selection and completion of the ANAC form and the request for the CIG (Tender Identification Code).

Program and Contents
Intro
- The Electronic Marketplace of the Public Administration: mandatory use, regulatory framework, changes introduced by Legislative Decree 36/2023, and positions taken by the Regional Administrative Court and the Court of Auditors.
- Purchasable goods and services, governing documentation, and updates introduced in the new MePA tender specifications.
- Tools and procedures: direct award, negotiated procedure, open procedure.
- MePA regulations, roles, and responsibilities of Consip.
- How to make purchases from the Catalog or request quotes via RfQ (Request for Quotation).
Exercises
- Accessing the MePA: searching for products using the new “Initiatives” and Catalog structure; filtering for relevant offers.
- Exporting the Catalog in Excel format for offline consultation.
- Using the Catalog and publishing Direct Purchase Orders (OdA).
- Executing direct awards via Direct Negotiation or Price Comparison, with practical simulations.
- Simulating Simple RfQs for negotiated procedures awarded based on lowest price.
- Simulating Advanced RfQs for multi-lot negotiated procedures awarded based on the most economically advantageous offer.
- New MePA tools for selecting suppliers to invite: market surveys and consultation of supplier lists already available in MePA.
- New authentication methods for Consip and MePA: phase-out of traditional credentials and mandatory use of Digital Identity systems (SPID, CNS, CIE).
- New functionalities available on MePA thanks to integration with ANAC systems: indicating the RUP (Responsible for the Procedure), selecting and completing the ANAC form, requesting the CIG, and post-publication forms.
- Use of the Tender Dossier (Fascicolo di Gara) and the Virtual Dossier of the Economic Operator (FVOE) for proof of eligibility requirements.
Evaluation
- Granting authorization for offer evaluation, opening of envelopes, verification and comparison of proposals received, awarding the RfQ, and contract signing.
ISSUANCE OF THE CERTIFICATE OF FREQUENCY AND PROFIT
The CEIDA has applied for renewal of accreditation with the Lazio Region, following the adaptation of facilities to ensure full accessibility, in accordance with current regulations. Pending the confirmation of accreditation, the certificate of attendance and profit will still be issued, subject to reservation, according to the procedures provided by the regulations currently in force.
