Description
The program aims to provide the knowledge and tools for drafting legislative texts. It will begin with an analysis of the legal sources, the stages of the legislative process, and the main critical issues affecting current legislation. It will then deepen the regulatory cycle and the individual tools used to ensure the quality of legislation. The training programme will conclude with a practical exercise designed to develop the specific skills required for drafting legislative acts.
Objectives
An in-deepth overview of the regulatory cycle, tools for quality legislation; practical exercise
Target
Support to public competition tests (by regional, provincial and municipal councils, independent administrative authorities, chambers of commerce, universities). It is also aimed at public employees involved in drafting legal texts, as well as those supporting political bodies, such as parliamentary or council group staff, external consultants, political secretariat staff, and legislative office personnel.

- ATN (Technical-Normative Analysis), AIR (Regulatory Impact Analysis), VIR (Regulatory Impact Assessment), and evaluative clauses
- Effectiveness of legislative drafting rules and the consequences of violating them, in light of constitutional case law
- Provision-laws and authentic interpretation laws
- The reasoning behind legislation
- Overview of regulatory simplification measures (e.g. law-cutting, deregulatory laws, codification, and consolidated texts)
- Identification of critical issues in a draft bill and rewriting the text using legislative drafting techniques
- Resolution of related legal questions
ISSUANCE OF THE CERTIFICATE OF FREQUENCY AND PROFIT
The CEIDA has applied for renewal of accreditation with the Lazio Region, following the adaptation of facilities to ensure full accessibility, in accordance with current regulations. Pending the confirmation of accreditation, the certificate of attendance and profit will still be issued, subject to reservation, according to the procedures provided by the regulations currently in force.
