The seminar offers a comprehensive overview of the five types of accountability applied to public employees, and deepens their legal, financial, and disciplinary responsibilities according to the current law.

Program and Contents
- Five dimensions of accountability: Civil, criminal, administrative, disciplinary, and managerial liability.
- Civil liability and Article 28 of the Constitution: Direct liability of public administrations, individual employee liability for damage to third parties, limits of joint liability, subjective elements (intent or negligence), and liability in the absence of fault under EU law.
- Case law insights: Key decisions by the Constitutional Court, Supreme Court, and administrative courts on unlawful acts, failure to self-correct administrative decisions, and damages in public procurement procedures.
- Economic and non-economic damages: Analysis of recent jurisprudence on moral damages, lost opportunity, and delay-related harm, including fixed compensations and public service class actions.
- Inaction and silent assent: Legal consequences of administrative silence, failure to issue required opinions, and related responsibilities.
- Administrative and accounting liability: Principles from D. Lgs. 174/2016, anti-corruption laws, absenteeism sanctions, personal liability protections, and recent developments in the Court of Auditors’ case law.
- Disciplinary responsibility: Recent reforms and legislative decrees (150/09, 116/16, 75/17), the relationship between disciplinary and criminal offenses, and fast-track dismissals in absenteeism cases.
- Managerial responsibility: Focus on conflict of interest rules (Article 6-bis, L. 241/1990), links to disciplinary action, and implications for senior officials.
- Criminal liability: Offenses against public administration: embezzlement, corruption (in its various forms), abuse of office, and document forgery. Overview of key provisions introduced by Law 190/2012 and relevant case law.
ISSUANCE OF THE CERTIFICATE OF FREQUENCY AND PROFIT
The CEIDA has applied for renewal of accreditation with the Lazio Region, following the adaptation of facilities to ensure full accessibility, in accordance with current regulations. Pending the confirmation of accreditation, the certificate of attendance and profit will still be issued, subject to reservation, according to the procedures provided by the regulations currently in force.
