Description
Tools for Corruption Prevention: A new internal regulatory framework to promote public ethics; the emerging challenge of preventing corruption among human resources in public offices
Objectives
According to D. Lgs. 36/2022 and DPR 81/2023, the course offers an overview of the legal and administrative challenges related to the recent updates in anti-corruption regulations. It will then focus on principles and obligations arising from the implementation of the Code of Conduct for public employees.
Target
Public administration employees, consultants, and managers, and all the people subject to the application of anti-corruption regulations.
Program and Contents
- Constitutional principles of public ethics
- Anti-corruption regulations: L. No. 190/2012 and implementing decrees
- Public Employees’ Code of Conduct:
- DPR 62/2013 and ANAC Resolution No. 75/2013
- Updates introduced by D. Lgs. 36/2022 and DPR 81/2023, especially concerning the use of social media
- National Anti-Corruption Plans (PNA) and their guidance on adopting internal codes of conduct
- Key provisions of the Code of Conduct:
- Duties of abstention, mandatory disclosures, transparency, and traceability
- Responsible use of social media
- Off-duty conduct and dress code policies
- Integration between the Code of Conduct and the Three-Year Anti-Corruption and Transparency Plan:
- Implementation responsibilities
- Ineligibility, incompatibility, and conflict of interest regulations
- Behavioral guidelines:
- In private relations, on-duty conduct, and interactions with the public
- Review of current practices and case law
- Specific provisions for public managers
- Disciplinary implications of the Code of Conduct: Violations and sanctions
- Oversight role of ANAC
- Guidance on drafting internal codes of conduct, in line with DPR 81/2023 and recent case law
ISSUANCE OF THE CERTIFICATE OF FREQUENCY AND PROFIT
The CEIDA has applied for renewal of accreditation with the Lazio Region, following the adaptation of facilities to ensure full accessibility, in accordance with current regulations. Pending the confirmation of accreditation, the certificate of attendance and profit will still be issued, subject to reservation, according to the procedures provided by the regulations currently in force.
