INTRODUCTION
The executive phase of a public procurement is the moment in which what has been planned and defined in the contract comes to life: whether it is a job, a service or a supply, it is in this phase that everything is actually achieved. This phase begins after the award and signing of the contract, and it is one of the most delicate moments of the entire procedure, because here the operational, technical and legal conditions established previously are really put to the test.
PROGRAMME
• Start of Execution: i. signing of the contract (formalization of the relationship between the contracting authority and the contractor); ii. delivery of the works or service (drafting of the delivery report and formal start of execution); iii. executive plan (approval of the timetable or operational plan by the contractor).
• Monitoring of Execution: i. management of the works/contract (supervision by the Director of Works or Director of Execution); ii. periodic checks (checks on progress, quality and compliance of the performance with the contract); iii. safety management (monitoring compliance with workplace safety regulations); iv. management of variants (any authorized design changes according to contractual and regulatory rules).
• Economic-Administrative Management: i. certifications of the progress of the works (SAL); ii. payments: Issuance and liquidation of payment certificates; iii. management of reserves and disputes (resolution of any contractual problems).
• Closing of the Execution: i. technical-administrative testing (final verification of the works or services performed); ii. certificate of proper execution (CRE); iii. final settlement (balance of payments due).
• Reporting and Archiving: i. final documentation (collection and archiving of final documents – reports, testing, certificates); ii. Post-operational evaluation (analysis of the critical issues that have emerged and the results obtained to improve future procedures).
ISSUE OF CERTIFICATE OF ATTENDANCE AND PROFIT
CEIDA, an entity accredited by the Lazio Region as a provider of activities for Higher and Continuous Education, (accreditation obtained with Determination of the Director of the Regional Dir. “Training, Research and Innovation, School and University, right to study” n. G16019 of 23/12/2016, published in the B.U.R.L. n. 2 of 5/1/17), certifies, for each participant, the characteristics of the training course and how much of it was actually attended, by issuing certificates of attendance subject to passing a final test carried out using a multiple-choice questionnaire.
